Does anyone know of a really good Tactical Outer Carrier (TOC), for soft ballistic inserts? I am familiar with the Eagle and Tactical Tailor versions but i’m not crazy about them. I am looking for something a little more aggressive, adjustable, and “for hard use.”
I am looking for a rig that receives my concealed vest soft inserts, but can also take a plate should the day require it. It needs to have velcro placard locations, good flank wrap-around, and I would prefer buckles over velcro. I want a full MOLLE platform as well.
One of the guys I work with referred to my issue TOC as “the trash bag.” SO, it’s time for a much needed upgrade. As usual, my agency won’t be paying for this.

I’ve been looking for something like that also. I want something fully adjustable, modular, and that will carry my authorized agency-issued armor panels as well as hard plates.
Most of the “trash bag” ones you see in police supply places aren’t adjustable.
The other option is to look to who manufactured your armor. I noticed that some of the newer “tactical” carriers for soft armor are Molle types. I have had good luck working with Black OPS Tatical Nylon for custom stuff.
I have the Eagle MOLLE carrier as linked above. I can assure you that it will not hang below your belt. Mine hangs down to my belly button which I find is perfect for me. I’m 5’10"/ 195lbs. It’s damn near perfect except that the waist straps were so long that I had to send the vest back to Eagle to shorten them. I got it back and they were still too long so I had a local tailor shorten them which according to Eagle voided my warranty. The other major flaw I found with it is that the side buckles which are what every carrier should have, are mounted to far forward to allow the side flaps to wrap around for a tight fit. I’m boggled because the way the vest is width wise, it could fit a horse, but height-wise, it wouldn’t fit anyone much taller than me. I’ve been wearing mine just about every day for 10 hour shifts and the loop Velcro on the sides is now pealing away from the vest. Other than these flaws, the thing is built like a tank, but I too am looking for carrier with your same requirements. At this point, I’m thinking of wearing my UC carrier and something like the 5.11 LBE with my MOLLE pouches to go over it.
Mayflower Research and Consulting has a carrier that should fit most of your needs, sans the buckles. It is the best designed carrier I’ve seen/used. We should have a link up in about 2 days or so.
High Speed, I have one of the “Trash Bags”. I had to take the vest to a local shop to be altered to fit. After all the alterations, it still feels too big and hangs down on my duty belt. I am looking forward to seeing the Mayflower vest.
The only Mayflower carrier I could find on your website is the low profile rig. Is that what you’re talking about, or is there a molle covered carrier coming also?
