The gun shops around here have rock river or smith and wesson stripped lowers for around $200 and am wondering out of the two which will be better, for the upper I was thinking of a bcm 16" with mid lenghth gas system.

Way, way overpriced for a stripped lower of decent quality. You shouldn’t have to pay more than $130 for one, an internet search will also yield many decent lowers for less than that. A pawnshop that also sells firearms should have an FFL license and be able to do a transfer for you.

I am in sioux falls sd, I thought about ordering online but do not know how to go about getting it shipped to an ffl. Can someone explain how to go about it.
Very simple. I did my last lower online thru G&R Tactical for a BCM and had it in hand in about a week.
Step 1) Find a local FFL (gun store/pawn shop or gun smith) get them to send or fax a signed copy of their FFL to the shop or company that you are buying the gun from.
Step 2) Contact the seller and let them know that the FFL has been sent and once they have it on file they will proceed with the order.
Step 3) Order will be sent to the FFL holder and at that point you do the BATF paper work and it’s yours.

So, pick your favorite place to buy a lower, G and R, Rainier, BCM are all good places to start. I’m sure others will chime in.
Call one of your local transfer dealers (see above)
Order the lower from online, it will be shipped to the FFL of your choice. Once the lower arrives at their shop, you’ll complete the ATF 4473 (the same form as buying any other firearm) pay the local FFL the transfer fee (usually between $20-40) and you’re set! You walk out with your new lower!
Why would you think a stripped lower from either of those two companies would be “better” than the other since they’re both made with proper material and assuming are both in spec?

Kitchen table FFLs usually charge $25 for the transfer around my parts.
I can recommend ,(based on my sample size of 1), that Aero Precision makes a good stripped lower for under $100.
Also I got a blem BCM lower from G&R. At the time it was $270 for a complete lower. But you can use drop down menus to “build” your custom lower. Which is really cool.
It is probably not a good idea to “assume” anything about RRA considering their quality, or lack thereof. S&W is somewhat better.

AFAIK, Continental Machine & Tool makes both of those lowers so pick which roll mark you like the best.
Who makes a lower is not necessarily what is important. The QC of the company selling them as their own is the important part. RRA QC has not been shown to be nearly as good as others.
One company makes both; how is that not important?

I don’t like to pay more than ~$100 for a stripped lower + transfer fees.

Sonju has had some troubles with out of spec receivers not too long ago.
Who makes the receiver is not important when the end company-company that will put it’s name on it-has a good QC process that catches out of spec areas. Let’s say Colt and RRA get their receivers from the same company. Colt has a much stricter QC process and rejects 5%. RRA’s QC rejects 2%. That, to me, means the QC of the end company is more important than where the receiver originated. Both companies get their receivers from the same vendor, but Colt puts out a more consistent and reliable product. This is also where tolerance stacking comes into play.
That may be the case but RRA has a lifetime warranty so it wouldn’t concern me too much. I just wouldn’t pay that much for it.
