Are these just used as distractions? I’m not Military or LE but maybe someone can help me imagine using these in certain scenerios

I always like to have light on the subject so I suppose they have an application. You could throw them into buildings or along streets to provide light sources for NVG wearers.
Here’s a thought for the techno guys. Why not make the same thing but with a remote control facility so you could throw them into an area and then when you are ready ‘Click’ and they all come on at once. With IR that would be a nice advantage and with multiple Cree units it could provide a WTF factor to distract the bad guys. Imagine a whole building, compound or street lighting up instantly. BTW, if anyone makes this gizmo now they owe me a free sample pack:D.
As an observation. In the early 90’s I received a [big] box of ‘Ultra bright instant illumination’ chem lights from the manf. They also gave me a couple of spring powered gizmos that could take a handful of the chem lights. The idea was you threw them and when they hit the spring moved a widget and activated all the chem lights at once, so that you surprised and blinded the bad guys. We tried them in an indoor range with the lights off…'kin useless, they ended up being used in the vehicle emergency kits.

I’m thinking a strobe or a random movement device inside so that the light is not stationary might be more useful. The demo video was a bit lame IMO.

I picked up a set when they first came out. Unless they changed them, the lights aren’t very bright. Interesting idea, but kinda dumb in action.
I can see where these could be useful if they were bright enough,not as a distraction device but as a means to light up dark areas before entering instead of using NVGs.
I think these are a gimmick. Some of the homes I’ve been into would render such a device totally useless. Throw that into a room where you cant find the floor due to trash or clothing, Murphys law says it will land face down. No thanks!
utterly confusing, for the limited application of Afghanistan. 75% of houses we breached in Afghanistan had no roofs so it was usually enough twilight/sunlight.
I suspect just more tactical swag with little purpose.
