I guess we’re getting closer to the “phased plasma rifle in the 40 watt range”:

“Applied Research Associates Inc (ARA) has developed a 1.5 kw directed energy weapon called Silent Sabre that attaches to a rifle and performs similar to an acetylene torch at a range of 183-274 m.”

Got a ways to go since it takes a 59 lb backpack and they don’t mention the duration. The limiting factor on directed energy weapons is always going to be the energy source.
