Question on OAL of SBR

Is the OAL measured with the stock extended or closed?

i did mine with it closed

OAL for the SBR paperwork is not critical.

When measuring a rifle to decide whether it is legal or an SBR, the measurement is always taken with the stock fully extended so I would assume it should be done the same way when filling out the SBR paperwork.
