Question about filling out form 1

On the form 1 question State Why You Intend to Make Firearm what are some acceptable reasons? Would firearm collection or target shooting, competion be acceptable? Thanks for any info.

Thanks for the info. One more question were do I mail the form 1? Do I send it to the West Virginia address or the Atlanta Ga. address? Thanks
