Does the 16" N4 light Recce barrel have a gov. contour to it or something else? I know the 14.5" N4 is not a gov. profile, but “improved”, and was wondering if it is the same way the it’s bigger brother.

Definitely not a gov’t profile. It is heavier than gov’t under the HG, but lighter than their stainless barrels.
