Mil-spec Chrome Moly Vanadium Steel, what am I missing?

I just ordered this barrel from Riflegear. Its Mil-spec Chrome Moly Vanadium Steel

and according to bcm “ORD4150, ORD4150-Resulferized, and Chrome-Moly-Vanadium (CMV) should not be confused with the generic term of a Chrome Moly barrel. My opinion and the opinion of the US Government (as defined by the Mil-Spec) is that one of the three is not better than the others”

Why is it so much cheaper than chf 4150? I did notice that the post from bcm doesnt mention hammer forging.

What am I not understanding?

The cold hammer forging adds expense. Its very expensive equipment to buy and maintain properly. However it does make an excellent barrel
