I am having trouble starting a thread and replying to posts in the Marketplace. I would also like to know how to join the LEO could I send in my Department Identification? Thank you in advance.
You have to have 30 legitimate posts in order to start a thread in the marketplace. No one other than the thread starter can post in a thread in marketplace. If you have a question for the seller, thats what PM’s are for.

This helped me as well - thank you. I was a good bit thrown off because at the bottom of the page in the EE is has my permissions, and is says “you may reply to posts”.
