It’s more journalistic stupidity. “press charges” is an old term relating to prosecution. There is no compulsory public prosecution in the US (otherwise we wouldn’t have plea bargaining). It is at the discretion of the individual victim or the public prosecutor to bring a formal accusation to a grand jury/court (pressing the charge).
In the 18th/19th century the Attorney General’s office didn’t handle all prosecutions, you as a victim could hire a lawyer to file a criminal accusation with a grand jury/court. You still can in a lot of places.
