Is the new Vltor compensator legally considered a flash suppressor or just a compensator with some flash suppressing capabilities? Wondering since I would like to purchase one for my AR, but I live in a AWB state.

Really some people are calling them muzzle brakes. The FSC556 does both and is not considered a flash suppressor by the ATF. which is it?
