Is this sounding good for a budget?
Main question is the upper. I see RRAs getting good reviews but I personally dont like them (carbines are way overpriced). Are their SS pred pursuit offerings respectable? I was debating between this and a bcm 16" ss410 with troy 13" handguard. Anything else that is <$1k for a complete upper I should look at. He wants it to be sub MOA.
Should I get him the BCM or save him $ and get the RR?
That was going to be my question also. A Lot will depend upon that. Regardless forget about the RRA. You can get a BCM upper for equal to or less money and better quality.
Grant is selling quality LPKs for approximately the same price as DPMS LPKs.
This is just one of those situations where you will have to trust the word of an internet stranger. DPMS LPKs are junk. Trigger, bolt release, and selector switch rust even though they are inside, climate controlled, next to the rest of my other rifles? Magazine release “catches” on the receiver causing it to stick in the “release” position.

400yds max. Im going over saturday to show him pictures and try to convince him to get SOMETHING else. Recce, mk12, sdm-r style. I guess cost isnt a problem so Im gonna upgrade some of the shit I originally had listed.
If cost isn’t much of a concern I would put an SSA-E on it. It a bit lighter than the SSA and would be a better match for the type of rifle you’re building.
