This has been studied by many Governments over the past two decades and hugh corporations have been buying up water resources for years.
As man damages the atmosphere with industrial and consumer airborne waste the climate is only going to change for the worst.
I see what’s coming first hand.
We are already rationed on water that can be used for irrigation from the river. Next the state engineer’s office is not only going to continue the water rationing, but give people with senority (as far as water rights) preference.
Unfortunately, you also have big pecan grove corporate farmers who will get the lion’s share.
The small farmers who rely on the river are going to die out. All their water goes further down river.
I also have a pump, and I already read a meter quarterly. My future water use depends on my current levels. If I stop renting my ranch to a grower, I’d better find someone quick who will continue irrigating from the pump or I’ll lose even those water rights.
It would not surprise me if all of this escalates into something. I don’t know what yet, but it almost reminds me of some kind of wartime rationing where we are losing the war.
It is not unrealistic to plan on water rights being potentially more valuable than real estate in the future. My hope is that by the time I retire, my water rights will be worth at least the price of a liquor license and I can move to town with a big fat paycheck awaiting me.
There are Beltway think tanks comprised of retired Joint Chiefs and the like who surmise that we will be fighting wars over water within the next few decades.
As Phila alluded to, the global elite have been buying up water acquirers for years now. Blue gold they call it. There are quit a few books, documentaries, and websites on the matter.

That report also sees a conflict between augmented and unaugmented humans… The rich use advances in drugs, nanotechnology, exoskeletons, computing, and prosthetics to become physically, mentally, and physiologically better than regular humans. Class warfare just got real interesting.
