Upper/Lower quality make a difference for accuracy?

I’m in the process of building a “precision” rifle around a 20" White Oak match barrel and Geissele two stage and although I am not limited on budget, I would rather not spend a small fortune for an upper/lower combo. I guess my talking points and questions are this:

  1. Does a quality made billet upper/lower make a difference in accuracy?
  2. Should I just find something like a forged Aero/BCM/Rainier Arms combo for less and save for optics?
