Even if completely legal I would never trust CA to know or correctly follow the law.
Unless it was repaying a serious favor or compensating me in some way where I’d never have to work again, I’d never put my CDL at risk for something like this.
I had a similar question when moving from NJ to NC but I don’t think I had as much as you and certainly zero reloading components. Just put 40,000 rounds of ammo in the UHaul and hit the road.
Don’t know if it’s useful or not but a few years ago I paid a company to move a bunch of stuff from Miami to Orlando, including about 100 full ammo cans. No powder but a lot of loaded ammo. I don’t recall how many trips, but they had to make several because of transport laws. Made me wonder how the gun show sellers move their ammo around.
Did it have anything to do with transporting hazmat?

"10-3 SMOKELESS PROPELLANTS. 10-3.1 Quantities of smokeless propellants not exceeding 25 LB (11.3kg), in shipping containers approved by the U.S. Department of Transportation, may be transported in a private vehicle.
10-3.2 Quantities of smokeless propellants exceeding 25 lb (11.3kg) but not exceeding 50 lb (22.7 kg), transported in a private vehicle, shall be transported in a portable magazine having wood walls of at least 1-inc. (25.4-mm) nominal thickness.
10-3.3 Transportation of more than 50 lb (22.7 kg) of smokeless propellants in a private vehicle is prohibited.
10-3.4 Commercial shipments of smokeless propellants in quantities not exceeding 100 lb. (45.4kg) are classified for transportation purposes as flammable solids when packaged according to U.S. Department of Transportation Hazardous Materials Regulations. (Title 49, Code of Federal Regulations, Park 173.197a), and shall be transported accordingly.
10-3.5 Commercial shipments of smokeless propellants exceeding 100 lb (45.4 kg) or not packaged in accordance with the regulations cited in 10-3.4 shall be transported according to the U. S. Department of Transportation regulations for Class B propellant explosives."

I’m almost certain it did. It went in a cube truck so I can’t imagine weight was the issue.
Last time I needed to do this, I just loaded it in an enclosed utility trailer and drove it.

You are completely wrong HazMat laws only apply to commerce. Private vehicles do not have to comply with HazMat transportation laws. I ship thousands of pounds worth of UN3480 HazMat products, and the regulations clearly state only when commerce is concerned the laws apply.
There are guidelines and rules for private transportation but HazMat laws do not apply.
The intention of my comment was completely related to the hiring of the OP’s brother to move it. In retrospect I should have made that clear. The non-CDL comment was based on the vehicle’s size (under 26K weight). Hiring a guy to move your stuff in a Penske truck is commerce. The guy that owns the ammo needs to move it himself.
