I heard through the grapevine that some Navy/USMC personnel stationed on Guam showed up for work the next day wearing life jackets.

Could have been a metaphor like it’s commonly used but the speed at which he was talking and the wording he used made him sound like his was blitzed out of his mind. Had a bit too much Valium that morning perhaps.
Sad that he has had Hep C and that his faculties are seemingly compromised, at least on occasion.
Still, while he has a condition, and it is one I am sure we can all be empathetic too, persons such as this should NOT be among the 535 that are writing the laws under which we are all to be governed.
