Watching the movie SIGNS, I know that most people hate it, but they actually put tin foil hats on. Seems like that is sticking an antennae to your head?
Are you supposed to put duct tape inside or ground because it just doesnt seem to be a good option.
I thought the movie was entertaining.
I believe the tin foil hat is suppose to be reflective - much like a radar reflector.
The round design is probably not the best option. For radio wave reflection you want flat surfaces. The traditional folded paper hat style would be much better:

Remember, you are mostly concerned with RF radiation coming from orbit so you need to construct your hat to protect from above. I would think a graduation cap type design would also work well.
If you want to test your design, try placing a commercial radar detector under your hat, then ask your local LEO to fire his radar gun at it from overhead.
To be perfectly safe, I tin foil hat may not be enough. You may want to look at building a Faraday cage. You can even make a simple, portable Faraday cage out of aluminum window screen. Think of a phone booth sized box made of PVC pipe or 1x2 slats wrapped in window screen. You can pick it up and move around with it. Make sure to give it a ‘tail’ of light chain or aircraft cable so it remains grounded when you have to lift it off the ground to move.

Yes! A fire suit. Hmm, anyone ever test this against RF radiation? The only thing you might have to add is a ground wire clipped to the coat tail and pant legs.

Lead is not a very good material for what is in effect a Faraday cage. Silver is best followed by copper. Aluminum is ~60% copper but I have no idea what constitutes tinfoil. So my guess is that tinfoil is at best a dubious shield against RF especially if the hat is not grounded. Of course if we require those wearing tinfoil hats to have them grounded that would keep them off the streets.
When people say ‘tinfoil’ I think most mean Reynold’s Wrap - 100% aluminum foil.
Aluminum is a great reflector of RF radiation - particularly the high frequency type used in govt satellites to target individuals or small groups.
Aliens might use a more pervasive ELF signal to affect the whole planet. In this case a Faraday cage would be ideal.
