Do you think I would have any real issues using the TA31RCO-A4 ACOG on an 18" barrel. Or would it better to just go with the M4 model that is calibrated for the 16" bbls. Would any major issues arise from using the A4 model?

There are much better COGs than the RCO, unless you want to practice with a clone of your work optic.
The big difference will be at long range, and savvy ammo selection and zeroing can make the BDC work for you.

The TA11 is more lenient as far as eye relief and exit pupil, which translates to easier use in unconventional positions. I personally am not a fan of the chevron reticle as it covers too much of targets that require more precision, specifically those between 100 and 300 meters. I prefer the crosshair BDC reticle such as with the TA11J (here on Trijicon’s site).
The problem is that most people use the ACOGs in training to shoot at fully exposed Echo Silhouettes or pop-ups, wheres actual threat targets at that distance are not soo keen on fully exposing themselves. The target area covered by the chevron of a fully exposed target (whether it be an IPSC/IDPA type or military Echo) is not all that significant to the shooter, whereas a covered enemy engaging you from 300 meters with a medium mechinegun (not at all uncommon in the Stan) may only be exposing 10 inches or less of acceptable placement. In these situations the finer crosshair is an aid in getting bullets into badguys.
With the availability of good mini red dots the Bindon Aiming Concept is completely overshadowed, especially at relevant distances in relevant conditions. Inevitably someone will point out that lots of dudes are in dirt-naps due to some guy with an RCO, and this is absolutely true, but there were lots of dudes schwacked with good old irons too, doesn’t mean that we couldn’t improve on the concept to increase our efficiency.
USMC03 has written quite a bit about optics and the TA11, and I agree with pretty much all of it as I recall.
