Does a suppressor need to be transfered via a in-state NFA dealer or can I just do the paperwork get the stamp and have it shipped direct to me once I have the stamp?

It must go through a dealer. The form you use is form 4.
The dealer should let you know how he does it. My dealer has the form 4 and citizenship form on his computer and fills it out the day I came in. He also has the local form that goes to get the CLEO signature and fingerprint cards. I did not need most of those as I have a trust. Your dealer may expect you to fill out the forms yourself, I don’t know, you have to ask.
