How does that work? If I understand correctly, buyer pays me, I then ship to a Class 3 dealer where they do the Form 4 transfer to the buyer after the obvious wait period? Anything else I’d need to do? I don’t use my SBR enough, and honestly it was a on the whim purchase.

Don’t have a buyer yet. Just trying to get all the facts lined up so I know what exactly to do before I even list it for sale.
Buyer in the same state would be the best, it’s a Form 4 from you to him with no dealer or additional tax stamps (besides his new one).
For out of state it’s a Form 4 tax paid transfer to an SOT dealer in his state, then another Form 4 tax paid to him.
The smarter option would be to sell the upper and just keep the lower and put a 16" upper on it.
It now is no longer an SBR and you can use it anytime, anywhere. You don’t have any of the BS hassles of sending it to another dealer or all the wait to transfer it to another party.
