No. Why would they be? That’s akin to asking if Beretta and Sig slides are interchangeable.

They attach to their guns differently. Unlike the receiver extension on the M4 the stocks on there is no commonality between SCAR and the ACR and AFAIK FN hasn’t produced a fix stock like Bushmaster has for the ACR. If somehow the SCAR can manage to get itself adopted by the military I am sure there will be a whole slew of accessories made by third party manufacturers for people living in ban states.
I have run across a couple of different threads on this topic on the FN Forum that go into some level of detail, but can’t recall any of this being discussed here.
Recent conversations with FN Representatives have apparently led many in ban states to believe that a fixed stock option will be forthcoming from the factory, but if so, it doesn’t appear to have broken cover just yet. This may be something they are planning to announce at SHOT, but that would be a pure guess on my part.
The current concept as I’ve seen it discussed elsewhere is to use the same basic stock, but to remove the folding feature. I believe this aftermarket component is designed to do this for California compliance, but I don’t know if it “answers the mail” for every ban state, since the language of the various statutes involved are all somewhat different. If your state also restricts telescoping action, then a minute or two with a drill and a rivet gun should go a long way toward resolving those concerns.

There IS a non-folding stock for the SCAR that still has length of pull adjustments. One of this forum’s members (can’t remember who) has one and has posted pics of it. I would ASS-ume it is still a no-go for ban states however.
There is also the fixed Mk20 stock, but it is “precision rifle” style, and not commercially available yet.
