I have a stripped lower that I want to SBR. Currently I live in Texas but I am moving to Oregon around May 13th. It looks like SBR’ing in Oregon is a bitch so I decided to get it done here in Texas before I move. I will have the extra cash to do the Form 1 at the end of November. Do you guys think that I can get the paper work approved before May 13th 2011 ? If i send it off the last week of November 2011?
2)When it is approved and I move do I just fill out a new form to travel in between States with the SBR and Update of new address?

oregon is as smooth a place to own guns as youre going to get, with substantially laxer laws than even texas.
-zero restrictions on carry, aside from courtrooms, restricted areas of jails/police stations, and private property posted with “no firearms.” bars, schools, church, liquor stores, etc, etc, etc- all good to go
-“shall issue” for CHP
-zero restrictions on “loaded weapon” carry in vehicles

-no waiting period, no gun registration, no purchase limits, instant background checks, no background checks nor reporting required for private sales
-trusts and corps can be filed and activated in 5 minutes at the secretary of states office
no guarantee your form will be approved before you move. that’s like 5 1/2 month, so you should get it back before then, but there’s still guys who have been waiting for 9 months and more- so nobody can say.
as to moving- contact the NFA branch and have them send you whatever the change of residency form is.
CCW reciprocity with Utah. Oregon only seems to honor permits from bordering states… (At least when I went to a class in Oregon in Spring 2009 that was the case)
I did the trust route & bypassed any LEO signoffs & expenses. Also, you DON"T register a trust w/ the state here, unless you want to for some reason. It only goes with your F1/F4 to BATFE. Mine took bout 3 months.
Just got a stamped Form 1 (individual) for an SBR in the mail today. I sent it in on July 31, and it includes the time it took for the examiner to return it to me for a correction (I had the Chief Deputy sign it but I forgot to put down the name of the Sheriff). When the Form 1 was returned, I called the examiner on the phone to get guidance on the corrections and he was very helpful and supportive. That was October 4, so…pretty efficient.

Correct. As far as I know you have to live in a contiguous state.

A: Oregon does not recognize concealed weapons permits from any other state. If you wish to review the law you can go to: http://www.leg.state.or.us/ors/166.html and read 166.291. As you can see from ORS 166.291(8) which says “The county sheriff may waive the residency requirement in subsection (1)(c) of this section for a resident of a contiguous state who has a compelling business interest or other legitimate demonstrated need,” the sheriff of each county has some discretion for a resident of a contiguous state. You would need to check with the sheriffs to see what their requirements are.
