I have read a LOT about NFA over the last few years, especially in regards to SBR ARs. I have certainly realized by now that the general consensus is that when doing a Form 1 you must engrave with your name and location. But, soon as I think I have it figured out, I come across someone that I would otherwise consider pretty knowledgeable and experienced, tell me that is not the case. Reading the actual ATF and NFA seems to be as clear as mud on this. Where is the definitive, without a doubt, official info requiring the engraving? The best I can come up is where it states that the manufacturer must engrave the listed info, and when you fill out a Form 1 YOU have now become the manufacturer…but even that doesn’t seem exactly clear. Sorry if this bringing up old debates, or is repetitive, it just seems the more I read, the less clear it is…
In the NFA manual, they are quite clear that the entity (individual or trust) completing the form 1 IS THE “MANUFACTURER” and that the “MANUFACTURER” must engrave with name, city and state. I have confirmed this with an examiner by telephone.
I think the NFA and NFA handbook are quite clear on what must be engraved, and how.

What is the name of the Form 1? Talking about a Title I 6920, is COLT required to engrave their info when they make it originally? Then why would the person/entity indicated on the Form 1, manufacturing an SBR, fall under any different rules?
You are manufacturing an SBR. The SBR needs to be engraved with your info indicated.
A factory SBR is engraved with the original information the same way a GCA weapon is engraved. When you SBR an AR you are “manufacturing” a weapon from an existing weapon, so you yourself (or your trust) now becomes the manufacturer of the SBR. You used the existing components (lower reciever and a >16" barrel upper) from other companies to assemble and manufacture a short barreled rifle.
This is why a factory SBR doesn’t need additional markings. Also the same reason that companies like Noveske have the SBR program. Since you are sending your lower to them, and they are affixing the upper reciever at factory, they are not only the manufacturer of the host rifle, but they are also the manufacturer of the SBR.
Didn’t ask about a factory SBR. My question was actually rhetorical and “leading a horse to water”. Thanks though, appreciate the thorough reply.
