I’m new to building ar15 and just finished building my upper. My question is when I have the charging handle and bolt carrier inside the upper receiver I can move the bolt back with the charging handle but not forward. Shouldn’t I be able to move the bolt carrier forward with the charging handle are do I have to have a lower connected?

The charging handle is only used to “charge” or puull the bcg back. Your buffer spring is what pushes it forward.

Only the forward assist (at only at some places) can be used to send the bolt forward without the buffer/buffer spring pushing it forward.
