Back in my day, there was a certain convenience store in my AO offering a new Colt 1911 to any officer that stopped a robbery in progress in one of their stores. 
I know more than a few who are up there in years and who are looking at carry guns, ARs, PCCs. Don’t think a class focusing on helping them hasn’t crossed my mind. One thing i’ll say, someone who is 65 and retired seems more prone to listening to me when i am younger and clean cut then another who is 40 and thinks i don’t know anything cuz I too young.
Only downside from my view for me would be need to invest in getting guns I wouldn’t personally want to carry but which might be more appropriate for some who lacks my hand strength.

I set my ATM limit at $500, that’s because it’s the lowest limit the bank has. And I certainly never been to an ATM of any kind at that time in the morning, even in my drunken years when I used to leave bars at 3AM. Thank goodness I’m still alive after those years.
I wondered that too. But… it is a free country so who are we to question. personally I get flighty getting cash out after sundown where I’m at, but tgen again I have my reasons for that.

It really isnt unusual to see folks hitting the ATM at weird hours before bill day. Some of these people work at Waffle House late shift or have to wait for someone to give them a ride who may not be home until late. Some people wait until literally the day of
f to handle their finances. If on Direct Deposit, they make a beeline to the ATM
Not weird at all depending on area. A lot of people start legit work at car plants or chicken processing at 0100.

People need to learn to THINK. And pay attention to their intuition. You know how many gals are raped by guys they see loitering around in packing garages? I don’t know exact numbers, obviously, but is not an uncommon occurrence. Generally they saw their assailant, felt uncomfortable but continued right into danger.
Have a PLAN, it’s not rocket science.
Your using an ATM and someone comes into the area you aren’t comfortable with? Void the transaction and LEAVE.
Someone one loitering in the area of the ATM you want to use? Don’t use that one, LEAVE and find another.
Even if you are carrying, keep your head up and avoid dangerous situations. If something comes up while you at a location, well, that’s kismet, but dayum don’t walk into danger.
Pay attention to your intuition.
THINK. Situational awareness CAN be learned.
