Need help with a headstamp and ammo ID

A buddy of mine asked me to try to id a round that he found. Looking at it reminds he of ammo for a K98 Mauser for some reason but the headstamp says VU and has what appears to be a arabic symbol as well. I cant find this on any of the headstamp code lists that i’ve looked at. Can anyone help me out? Thanks, D

supposedly it was stuff captured in Israel and sold cheap in the US
