Need AWB Info...

Guys,
I would like to get a few facts straight regarding the AWB of years past.
When I asked a couple guys on another forum, about what all the AWB prohibited, they replied with the following:

" The AWB Banned the Following:

-Banned production of magazines that held more than 10 rounds after 9/13/94

-Banned production of “assault weapons”, as defined by a semiautomatic firearm that exhibited more than two of the following characteristics:

  1. Folding or telescoping stock,
  2. Bayonet lug/mount
  3. Pistol grip extending “conspiciously” below the receiver
  4. Flash suppressor or threaded barrel
  5. Grenade Launcher" - (not quite sure what they were saying here? Did they mean you can no longer own an M203 even if you had a DD license?

-Keep in mind I was asking mainly about how the AWB affected rifles, and NOT handguns or shotguns.

Anyhow, I would like to know exactly how bad it’s going to suck, if I must own a “ban compliant” AR15??? I mean, I can live without a bayonet lug, and I don’t worry about Grenade Launchers anyway (although I’m not quite sure how the AWB affected M203’s anyhow. What does #5 above mean?).
SO, that leaves me to be concerned with #'s 1, 3, and 4 above.
Now IF it is true that the AWB banned semi autos with TWO OR MORE of the above characterisitcs, then that means that I can have my folding stock, and flash suppressor, but I can NOT have a “pistol grip that hangs down conspicuously”???
Is this correct???

Can someone please shed light here? Granted, I realize that ANY ban is a BAD ban, but it’s actually not as bad as I thought it would be, IF the above is true.
It also depends on what exactly #3 above means??? Define “conspicuously”…
Do they mean ANY pistol grip, as even the REAR one, or did they mean something like a TangoDown vertical foregrip???

5 refers to muzzle mounted grenade launchers. Like on on a Yugo SKS.

The last ban was cosmetic, you could buy a fixed stock AR-15 that had no flash hider or bayonet lug legally.

The new one would ban anything semi-auto that has a pistol grip. Basically mandating what California has done.

How do you know this about the new ban, my friend??? Just curious?

I admit, we are all probably a bit suspicious that the new ban will be a bit more harsh, but you speak like you KNOW…

The bottomline is the anti’s learned a bit from the last go 'round and are throwing everything they can think of into the proposed bill.

Now the bill is by no means final. If it were to progress through the legislative process, some of the language would be negotiated as it would need to be acceptable to both houses of congress (and probably the Whitehouse) to become law - but we do not know what the results of those negotiations would be at this time.

Also, the last gate would be the President’s pen and whether he would lift it to sign the bill or veto it.

I doubt anyone around here has privileged information on a new AWB ban.

But if Congress passes it, Bush will sign it. He’s said so in the past. Like father, like son.

Buy some stripped lowers, the serial numbers are dated by the factory. They will be grandfathered in a potential ban. The constitution protects us with against Ex Post Facto i.e. making something a crime after the fact. This is why machineguns made before 1986 are still legal to own. Though congress can still pass laws that regulate commerce, which is why you have to pay a transfer tax to own said machinegun.

Yeah thanks bro, I’m fully aware that we all are not going to have to sell off all our guns that we already own, just because of a ban. If you read my original post, down at the bottom, you’ll see that my whole request for a timeframe here, is because I need to know how long I’ve got, so I can figure out how many purchases I’ll be able to make before the next ban goes into affect.
Furthermore, I know that serial #'s will show that all of our existing guns are “pre-ban”, so we will be able to keep them.

Anyhow, I realize no one knows for sure, but I was just thinking someone here might have an educated guess, as to when the next ban will be passed (if it is). You can understand that, right?

Bush Sr. banned the importation of “assault rifles” by executive order in 1989. That’s AUGs, SIGs, AKs etc…

I do think the Democrats were feeling their oats a bit after taking office and decided to accelerate their agenda a bit - which is why we are seeing the activity we are now.

I also wonder if there is not some coordinated effort with the media to “raise awareness” as we recently had the Zumbo affair and this in USA Today:

Police needing heavier weapons

WASHINGTON (USA TODAY) – Law enforcement agencies across the country have been upgrading their firepower to deal with what they say is the increasing presence of high-powered weapons on the streets.

Scott Knight, chairman of the Firearms Committee of the International Association of Chiefs of Police, says an informal survey of about 20 departments revealed that since 2004 all of the agencies have either added weapons to officers’ patrol units or have replaced existing weaponry with military-style arms.

Knight, police chief in Chaska, Minn., says the upgrades have occurred since a national ban on certain assault weapons expired in September 2004. The ban, passed in 1994, in part prohibited domestic gunmakers from producing semi-automatic weapons and ammunition dispensers holding more than 10 rounds.

“This (weapons upgrade) is being done with an eye to the absolute knowledge that more higher-caliber weapons are on the street since the expiration of the ban,” Knight said. He said his own department of about 20 officers is in the midst of determining whether to upgrade its weapons.

Ron Stucker, criminal investigations chief of the Orange County Sheriff’s Department in Florida, says the department has been rearming many of its deputies with assault weapons in the past two years.

Stucker says deputies are now “frequently” encountering assault weapons in local robberies and during simple traffic stops. Weapons seizures in Orlando have increased overall by 26% since 2004.

Couple the above with some of the interesting anti-violence commercials I have seen while traveling to the Mid-west, and I can only conclude that there is a deliberate effort to condition public opinion for another ban.

I also think that the Democrats got a lesson in politics when their effort to interfere with funding the war fell apart. But that just means they will be more patient and use the time to continue to condition the political ground and wait until they can secure the executive branch also.

We need the NRA to work on getting some REAL FACTUAL articles printed in the New York Times, Washington Post, USA Today, and ANY OTHER PAPER possible…
I’m all for the NRA, but they need to start COUNTERACTING some of this Democratic Anti-Gun Legislation BullSHIT, with some return fire on behalf of EVERY Law Abiding American Citizen…

You want an opinion, here’s mine.

The Dems learned a little from the last AWB. They remember what happened to them in the next election. Clinton even mentions it in his book from what I have heard many times. ( I haven’t read it and wouldn’t waste my time of day, much less money).

They just regained the house, and barely the Senate. They want a Dem in the White House in 09, and another AWB is not going to help them, and they know it.

If it did pass the house, I don’t think it will, but It will never get out of the Senate at this time. Senate is pretty much even. Dems and Reps.

Carolyn Macarthy has introduced this same bill the last couple of years, and it has went no where. It is now almost 3 weeks old and still doesn’t even have a Co Sponser. It will die here, but that again is just my opinion.

The NRA and other org’s are not speaking, because they are not worried about it.

Will there be another AWB? Probably, but it will be after 08, and the Dems will have to lead both houses more than they do now.

Personally, I don’t think Bush would sign this if it came to his desk. He said he would sign one to appease, because he knew it would never make it to his desk in his term.
