Grant Timberlake is offering a VSM Carbine Course in April. As far as I know it is full right now, but you might contact him and see if you can get on stand-by.

Commence FireARMS Training Academy had their initial class last fall. don’t know if they’re having another one this year, nor if there will be further progressions. They tend to publish their schedule towards the latter half of summer.
Three Tango Firearms Academy was, as of last contact back in September of last year, thinking about starting basic civilian carbine, pending additional and specific staffing.
Both of these schools host classes from A&A, out in Garrettsville, which is about an hour east of Cleveland. Both schools are geared towards civilians.
Costa Ludus and Magpul will both have carbine progressions in NE-Ohio this year. These are open-enrollment civilian offerings, and some are already sold-out. The Costa classes will be out of the Southington Hunt Club range in Garrettsville, and IIRC, the Magpul classes are divided between Alliance Ohio (which would be close to where Grant’s classes are held, about 1 and 1/2 hours south of Cleveland, IIRC) and Newton Falls (Lordstown area).
Chris Cerino used to also do civilian carbine, but his civilian offerings (open enrollment) are almost nonexistent as of the last year or so.
GrayStone Defense Group also uses the Southington Hunt Club facilities - I don’t know anything about this group, though.
In your neck of the woods, Greenport Tactical Association used to host a number of instructors, big and small. One of my local instructors used to be based out of there for his firearms classes: I just checked their website, and it looks kinda bare on the offerings this year…
I also feel obligated to add that there are also other courses available within very reasonable driving distances from Cleveland (assuming that’s what you mean by NE-Ohio) - both western PA as well as south-eastern MI plays host to a lot of the big-names with various trainers under the Alias Training umbrella, etc…

Might be a bit of a drive but this course is highly recommended.
