I think it’s because they are unable to discern between safety precautions and fear, so they er on the side of looking like an idiot rather than be seen as being afraid of the weapon.
Yeah, by far the most prolific pistol I cam across in Iraq was the High Power. Given the gun handling I witness from most Arabs I seriously doubt the safety was used.
Also I don’t think it was a blank as the entry wound is clearly visible in the last few frames of the video. There is a much better version of this somewhere else which is longer and clearer. Also IIRC this video was taken in Syria, not Iraq.

Blanks? No way.
First of all, it is not easy to find 9mm blanks in the middle east. Secondly, it goes against the whole Arab concept of celebratory fire having to consist of live ammo. Lastly, Arabs would not understand why one would want to use blanks, since when you fire into the air, the rounds go away and fall down at a location that they are not worried about.
Celebratory fire is based on the use of gunshots as a form of signaling between tribes.
Back around 2005 or 2006 Iraq won a few soccer games in the Olympics. Celebratory fire was heard all over Baghdad, with many rounds falling onto our compound in the Green Zone. More than a few idiots tried to launch their RPGs straight up, only to end up dead or in the US hospital (CSH).
