Blackwater requires it for non-LE civilians last I knew.
It was as simple as a photocopy of a current CCW permit and a letter of recommendation from a “Community leader”.
I haven’t had to submit anything like that to Mr. Vickers or Mr. Hackathorn, thankfully…
Feel free to correct me, but if you had a substantial criminal history, then you would not have a Pistol License. Moreover, if there were issues with your “conduct”/criminal history, again you would not have possesion of a valid Pistol License.
Seems to me that the above is redundant busy work. What’s next, fingerprinting as part of the course application?

The way things are going with Governor’s , Senators and other pillars of the community getting arrested for all kinds of things, I would question the value of such a letter.
I had to do one (a good conduct certificate) for one of my first classes. Can’t remember if it was for Blackwater or 10-8.
Why do you ask?
A course I’m plannig to take requires the additional documentation to protect the company, instructors and allow them to apply for permission to teach with their tools-of-the-trade in certain states.
I was told that since they need to abide by certain government regualtions such as ITAR and since the instructors have certain secret security clearance levels to maintain they need to be sure that they are not inadvertantly supplying training to any criminal elements or home grown terrorist organizations or non US citizens.
Furthmore, I was informed that they have to apply annually for permission to import their fire arms (assault weapons) into California, where the courses are held, through the DOJ and part of the application process involves , potentially, an audit of previous students and their staff and background, etc, etc… Their company is based in another free state.
This is what I was told. So, now I need to jump throuh some hoops…
P.S. A CCW is also good enough to fulfill the documentation requirement but here is CA that is not easy to aquire.
There are a number of institutions, venues, and instructors requiring such things, and you’ll see more yet.
Folks can and do have lengthy criminal histories and still hold a CCW (or similar) permit. It depends on whether the involvements or convictions are disqualifying for that permit or not. I know several examples.
When we talk about a “criminal history”, we’d also need to clarify what we’re talking about. There are many folks with lengthy lists of involvements or criminal identifications that were never convicted of anything. There are instructors who will make those distinctions.
