Irfanview is Ok, I hear Gimp is stellar.

I’ve used Ifranview before to add quick text to a BS pic or resize for an avatar.
GIMP is really good. It’s set up a little different than Photoshop but it works very well for a free program.
You might want to look at GIMPshop. It’s GIMP with an interface that mimics Photoshop as much as possible.
As long as you’re not doing commercial printing, it should work well.
I haven’t used it, but from what I understand Picasa has editing tools that would likely do most of what is typically needed, i.e. cropping, red-eye removal, enhancing, etc.
