I don’t think they should be called victims, they were wounded Soldiers and DA Civilian casualties of war.
Calling them "victims’ somehow deminishes the act to a crime rather than an act of terror and part of an ongoing war.

A Purple Heart, while appropriate, is a poor substitute after the fact for having sidearms to defend themselves at the time. Those who decided they should be unarmed should be hanged.
But if everyone on base had a handgun, to say nothing of access to a rifle, somebody could just start shooting up the place and everyone would be helpless to stop it and…oh wait.
