First Build, Can this be done for around $1000?

I am looking to buy or build my first AR15.

Here are the specs I have in mind:
Lower:
MagPul CTR Stock Set and H buffer
MagPul Full Kit Miad Grip
Any quality Lower with parts kit

Upper:
Any quality upper receiver w/ charging handle
BCM, LMT, or other BCG properly staked w/ upgraded spring, o-ring and extractor
Midwest Industries MI#24 10" free float rail with MI low profile gas block
Troy OR MI BUIS set
Either 14.7" barrel with A2 flash suppressor or 14.5" with extended A2

Best I can figure its going to be $1300

Any ideas/suggestions on how to build this for around $1000? Is it even possible without getting used parts?

I would look at an ADS carbine and ask G&R to install a FF rail and change the gas block. That should be close to your 1K target with a BUIS
