Since my walmart started selling it, it’s been 39.99. I just recently bought a box and that’s what I paid. $23 for 100 about the going price for Russian steel ammo. 
If you can get 100 Federal bulk for 23 bucks, please tell me where your walmart is and I will hop in my car! 
I’m not the guy who found it for that price. That was Wingspar. I’d buy a few boxes too if I saw it for that price.
I had 3-30 rd mags full of “Winchester .223 Factory Ammo” that i had gotten from Walmart.
Hit the range yesterday with my Daniel Defense carbine and had a major failure to go into full battery.
I had shot 60 rounds of Federal .223 from walmart wit no issues to this point out of two other mags.
The bolt assembly was stuck so bad that I had to have an employee from the range come and inspect the gun after many failed attempts to pull the charging handle back as well as bumping the gun fairly aggressively at the butt stock end.
He took it into that back and had to pry the bolt open with a brass tool.
After inspecting the round, the crimp was awful and i noticed a few dents in the casing. I immediately looked at other rounds in the other mags and the crimps were similar but not as bad as the round that caused the problem, but i did find many more dents in the casings, etc.
After talking to my local gun shop about it they explained to me that Walmart gets factory ammo that doesn’t meet first round specs. they described it as nothing that would ever cause harm, but could cause mis-feed, failure to fire, etc. The round may weight slightly less or more, have a very minute amount of more or less powder, etc.
I shot 400 rounds of Winchester 114 grain 9mm ball ammo from the same store with no issues what so ever but I’m inclined to buy my ammo from a more reputable store.

Win does kick out some jookie ammo from time to time. Especially the Q3131 556. That stuff is scary. But Walmart doesn’t get any shittier a cut of ammo than anyone else.
Not what the product code/number is but it’s the standard white box and the only product # I can find is USA223R1 on it…
It would not surprise me at all if they did ask for a special price and they agreed to a lower spec. They work with companies to make stuff to their specs and be able to offer a low price all day long. Sometimes it is just packaging, other times lower quality merchandise. Home Depot does this too with locks, faucets, etc.

Black Hills also sells ammo with dents in the cases. They were rejected during the final inspection process because of the dents. There is nothing wrong with the ammo, it is sold as ‘seconds’ and it comes in a white box.
I picked up a case for about $100 less than blue box two years ago.
Right, that’s basically what the gun shop was telling me.
It’s ammo that didn’t pass their premium spec and is sent to places where they have agreed on lower specs in order to meet certain pricing criteria.
They simply said to be cautious and inspect the rounds carefully and expect a grade of ammo that you’re paying for. I personally don’t want to fix misfeeds at a regular pace at the range, so I’d rather spend a couple more bucks and get premium ammo and not run into issues. (at least reduce the risk of issues as much as possible)
Again though, i shot hundreds of rounds of pistol ammo from there and didn’t see any difference in those rounds at all compared to ammo bought at other retailers.
It’ll work fine so long as they are concave dents and not convex. It was likely caused by someone like me or a coworker throwing your box of ammo across the room and not catching it before it hit the wall.
I’d bet though that the Winchester ammo wasn’t Q3131, but Q3131A1 as that seems to be what my Wally World carries, which if I remember correctly, is glorified PMC.
Those dents were probably caused by the round being fed from the magazine and scraping across the feed ramps and not from manufacturing issues.
Your Walmart has the bulk packs? I feel cheated. We only have the 20 round Remington stuff. $10.50 for FMJ’s. We do get Tula’s every so often. kwg
I agree… I mean… when referring to 3131 I didn’t mean I got it at Wally. I’ve picked up the 3131 from like … Sports Authority, etc.
I’m pretty dialed in on factory 55 grain ammo… almost to the point of being obsessed with what each variant is like. And the 3131a1 isn’t the same as PMC bronze. It’s it’s own ammo with a unique velocity that I like.
