If one wanted to make an attempt, we would need huge construction of nuclear and coal plants, because nothing else is currently available that could scale to the size needed. You could make a serious argument that the goal is to reduce the mobility of an average citizen. This forces the average citizen to concentrate into dense population areas where they can rely on public transportation, or just get around on foot/bike. Taking trips via any kind of private vehicle become a thing of the past, or something only done from time to time due to the costs involved.

If you want to see the same strategy for yourself being implemented in Canada, go on google maps and look at the edges of places like London and Brampton in the greater Toronto area. So much farmland paved over and being prepped.
