So… is it possible for a firearm to have 2 stamps?
Could you take a PGO AOW shotgun on a form 4, do a form 1 for SBS so that you could add a stock to it all while keeping the AOW stamp to go back to an AOW configuration?
I guess what I’m asking is, does one stamp cancel out the other?
Are you sure? I don’t know anything about shotguns, but with an SBR the ATF has said that if you put a 16" barrel on it then it isn’t an SBR anymore, though you can put the short barrel back on and it returns to being an SBR with your stamp.
I think each stamp manufacturer’s a new weapon, precluding the previous. With your example, the SBR leaves the purview of the NFA, but you can’t make your form 1 lower back into a pistol if it started as such.
You can put a 20" barrel on it and it’s still a “registered” SBS, it’s not like they remove it from the registry every time you change things. It just currently isn’t in SBS configuration. Same as if it had NO barrel installed the “receiver” which is the actual firearm is registered as a SBS.
You can also take the stock off and it would still be “registered” as a SBS. The only time that changes is if you contact NFA branch to have the SBS removed from the registry, and THEN you must install legal length barrels, stocks, etc.
This used to be on the official ATF NFA FAQ, but for some reason it was removed.

This was generally used in reference to interstate travel or hunting regulations.
A shotgun with an 18" barrel is not an SBS. The SN is still in the registry, but if it’s not configured as an SBS then it’s not under the purview of the NFA. Same goes for an SBR with a 16" barrel.
If you remove the stock from an SBS, it may look like an AOW but it’s not…it’s an SBS because it’s a weapon made from a shotgun.
With an AOW, it can’t ever have a stock…because that makes it designed to be fired from the shoulder, which makes it a shotgun.
A stockless/PG shotgun is not the same as an AR pistol with a blade/brace.
I guess this is the origin of the question, and after thinking about it that way it makes sense. And, based on your answer, paying $200 to make an AOW would be somewhat limiting. Would make more sense to make a SBS, and then add a pistol grip for an “AOW look” if one chooses. Big thanks.
Exactly. Very little point in building a shotgun based AOW since they’re both $200. Just make it an SBS from day one.
I do have one “shotgun” AOW. It’s what most would call a Shockwave. I bought it for no other reason than I didn’t have a red stamp and wanted one. It’s classified as an AOW because the length on the F4 doesn’t include the birdshead grip. This gives me the flexibility of swapping to any pistol grip I want and not worrying about it ended up <26" OAL. I just can’t ever put a stock on it.
