Does anyone sell SBR lowers?

A business that has SBR’d lowers you pay for, they ship it to your local Class III guy to hold until your paperwork comes back? i.e. you wouldn’t have to buy a lower and then send it off to be engraved and such…it’d already be considered an SBR lower.

No, and here’s why:

Because you cannot sell an SBR unless it is an SBR. A receiver without a barrel length <16" is not an SBR.

Engraving is really not a big deal.

There’s no such thing as an SBR lower. That’s why you can’t buy one.

You can register your own weapon and build an SBR, or you can buy a complete one and transfer it on a Form 4.

I could sell you one of my registered lowers, but it would be sold as a GCA firearm with no ATF involvement. You couldn’t make it an SBR without paying the $200 and waiting your time, and then you’d have to engrave it again even with my info already on it.

I was trying to avoid having to buy a complete SBR just to get the lower as I have a couple uppers currently as pistols that I’d use on the SBR lower.

Oh well, thanks for the input.

Yep…gonna just need to file a Form 1 and handle the engraving.

Form 1s are taking a month! Now is prime time to SBR!

Time wise, you’d be foolish not to F1 it versus a F4. You’re looking at a 1 month(ish) window vice a 9+ month(ish) window.

Chances are you don’t need to send it off to be engraved. A local trophy guy did mine for $20 with about an hour turn around. No complaints at all. And a 31 day Eforms Form 1 turn around is hard to beat.

Rick

I believe Rainier Arms can do this. Or why not buy a factory SBR?

Form 1 + E-file seems like a no brainer.

It’s more like 4 1/2 months for form 4s to come back at this point.

Can do what? Because the product doesn’t exist.

He doesn’t want a factory SBR…posted that early on, as he has several short uppers used as pistols already.

Cautionary tale. Just make sure to get it engraved before the NFA paperwork comes back.

With e’filing taking less then 1.5 months you have no room to procrastinate on sending the lower off.

I had a BCM lower SBR’d 2 months ago but never got around to sending it off until last week. Long story short it got temporarily lost in an out of state post office… stupid me only insured it for the cost of the receiver and not the additional tax stamp. I was freaking out for a couple days, but thankfully it turned up.

Had it been lost, I would have been out 200 bucks.

You’d be in the same situation if you did it after submitting, whether or not it was after approval. You can get a refund before or after the approval happens.

Clarify please.

Once the stamp has been issued, I’ve never heard of the ATF giving someone their money back.

On a Form 4, no refund once transfer has taken place. So, between approval and the time you pick it up, refunds are still possible.

I assume you have an approved Form 1? If so, go actually read the instructions for a form you submitted:

4. Withdrawal of Application. The application may be withdrawn prior to approval by submission of a written request from the maker. The NFA Branch will arrange for a refund of any tax paid.
5. Cancellation of Approved Application. An approved application may be cancelled only if the firearms had not been made or modified. The maker must return the approved application with a written request for cancellation, citing the need and that the making of the firearm did not take place. The NFA Branch will arrange for a refund of any tax paid.

You just have to put it in writing that you never actually made the firearm.

Thanks, that’s good to know for future reference.

I’m surprised they leave it soo open for abuse.

BCM used to sell SBR registered lowers.

For whatever reason, a friend of mine wanted to go with a factory lower as opposed to getting something engraved. He called Rainier and they said they would do it with a Rainier brand lower.

In my mind, my lower that I engrave isn’t a SBR until I get the stamp AND put the short upper on it. Why can’t Rainier “build” one and transfer it?

Not sure what he meant in that thread, but it has already been made clear. You cannot legally make a factory SBR lower to my knowledge without the upper. If you look at the Form 2 (that’s what a manufacturer files to notify the BATFE) you must also provide a barrel length and overall length. We build SBR’s for agencies, and civilians on demand, but they are complete.

You may want to read some of this as well. https://www.atf.gov/firearms/faq/national-firearms-act-short-barreled-rifles-shotguns.html#part-registered

Unless someone is going to lie on that form, I don’t see how it is going to happen. Not mention when you fill out the Form 4.

Roger that.

I told my buddy just to engrave a lower he had. Makes no sense to do anything else.

There’s enough bad info in that short thread to make me ignore the whole thing.

It’s still unclear in that thread what’s the OP possesses. Could’ve been a complete BCM SBR (assuming they make those), or a Form 1 lower that happens to be BCM.

The one thing that could be done is transfer the lower to a SOT that can make it into an SBR. They’d have to engrave their info instead of the end user. Mark at TROS offers that service for PS90s. You can ship him the stock PS90, he’ll transfer it into his books, convert it to SBR, and then you have to get it back via a Form 4 instead of building it yourself on a Form 1.
