WASHINGTON - The District of Columbia Council passed more regulations for gun owners Tuesday, months after the U.S. Supreme Court struck down the city’s 32-year-old handgun ban.

Among other things, the bill requires gun owners to register their weapons every three years and receive training by a certified firearms instructor.

“This bill will be, I think, one of the most progressive registration laws in the country,” Council member Phil Mendelson said

The National Rifle Association accused the city of forcing residents to jump through unnecessary hurdles, thereby undermining the intent of the Supreme Court’s ruling in June that affirmed the right of Americans to keep guns in the home for self defense.

“The D.C. Council continues to try to make it harder and harder for law-abiding citizens to access this freedom,” NRA Executive Vice President Wayne LaPierre said.

In September, the House passed an NRA-backed bill that would have essentially stripped the city of its ability to regulate firearms, but the measure died in the Senate.

D.C. leaders say they are trying to be respectful of the Supreme Court case while doing everything they can to enact strict gun control measures in a city where gun violence is common.

“No constitutional right is absolute, nor is this right to possess a gun in the home for self defense,” said councilwoman Mary Cheh, a law professor at George Washington University.

So We The People get to regulate the Gov’t. entities who have guns? They register with THE PEOPLE every three years? It is OUR nation, right? We get to teach them how to shoot, gun safety etc.?

What a way to end a great nation. I see crooked, immoral people everyday getting busted. They are cops, judges, city council, teachers, elected officials and other people who should be trusted. I live 10-15 miles from Mexico. The corruption and culture from those people has spilled across into the U.S.
Be careful who you trust. There are good folks from every color. But sometimes culture really means something. Some folks just aren’t raised right, no matter what the lib’s say.

Remember that everything they do is selective. They will go to bat to allow two gays to poke each other in public or for someone to urinate on the flag, but will then crap all over the 2A like it’s nothing. It’s nothing more than the ritualistic hypocrisy that they practice on a daily basis.

This, like so many other pieces of crap legislation, will not stand up to a court challenge post Heller. The problem being that it will cost the NRA/others money to fight the garbage. DC seems very happy to waste tax dollars fighting for an agenda thats not legal. It is getting very sad in this country.

Also, I see the training as having unintended consequences for the leftists that wrote this. Anyone here ever met a leftist that favors real firearms training? It scares the shit out of them (and some LE that I have met) to think that average Joes may be well armed and well trained.

How interesting that the District of Columbia made these new restrictions. I say ‘interesting’ because I know for a fact that the House drafted a bill that would overwrite the D.C. laws since they were being jackasses about changing their laws, and the bill was moved up to the Senate a while ago. By the sounds of this, the bill was more show than go and may have died in a senate committee somewhere before ever reaching the President’s desk. Or it’s sitting in a committee waiting for the inauguration of the new President…

Completely up to local purview - Florida will, for example, but most other states don’t. I don’t think the District pays if they loose, but that’s more a guess on my part since I’ve never actually looked for the legislation on that subject (never figured I’d find myself in D.C. and challenging a law,).

Requiring training in and of itself is no unconstitutional, provided the cost of that training is not cost-prohibitive or, if it is, the state (or municipality) helps out financially to make it more affordable. Now, that being said, I’ve strongly suggested that this required training be exactly what you mentioned, Mo_Zam_Beek: full two- or three-day, entry-level firearms training courses. Oblige the socialist-leaning folks and make sure that new gun owners get good and well trained. :cool:

you don’t have to “deny” 2nd ammendment rights to violate them- all you need to do is “infringe”- which means, basically, fuck with in any way shape or form. training requirements prevent a person from bearing arms UNTIL they do something for the government- that’s clear infringement, and i don’t care what the requirement is.
