Can you upgrage a sub par rifle?

My question is pretty simple. Can someone with a RRA/DPMS etc rifle bring their rifle up to par by upgrading the BCG, staking the castle nut etc, or is the cost and effort not worth the hassle. Is the rifle still inferior at that point?
