You do not need to mill a flat. You can simply dimple the spot where the set screw will contact the barrel assuming there is no interference from the existing pin holes
Yep Ive got that jig. It works great and costs about $40.
What all GBs it fits I don’t know. It states on Rainer’s website it will fit the Vltor and PRI models. I can vouch for the Vltor model that the tool works great.
If you can work around the previously pinned area and if the holes in the GB match up with the dimpling screws on the jig (may want to call Rainier and find out) I would think it would work fine.

Those are 8-32 setscrews.
The existing pin cuts in your barrel will not leave a flat pad for the set screws to land on after the crescent cuts are made.
You can just do a single detent though and use that to hold the sight in place while some sleeve retaining loctite cures.
Many highpower front sight bases are held on with nothing but loctite sleeve retaining compound, no setscrews at all!
You can have the flats milled, but the set screws are not likely to bite on the flats as the 8-32 set screws are of a similar size to the taper pins that were originally on your barrel.
The better solution would be to get an un-drilled PRI front sight and have it pinned to your barrel with oversized pins that would cut out past the existing pin cuts that your barrel has.
