Buying Troy Ind products in Europe

I’m currently looking to buy a Troy TRX Extreme BattleRail / VTAC Extreme Battle Rail for my AR. Does anyone here happen to know a place in Europe where tjey are avaible? Are there any shops in the US that are allowed to sale them to any other country?

If these fall under ITAR, legal shipping out of the USA isn’t possible by a private party or reseller without a lot of effort.

Yes they are regulated by ITAR. Which mean if you really really can’t find them locally it’s going to be a huuuuge pain in the ass to import them. But it’s much feasable, here a tutorial from a Canadian which explains the ins and outs of end-user imports. Much thanks to nza for the tutorial.

#1 The manufacturer needs to be registered with the State department. Here’s a short list: https://spreadsheets.google.com/pub?key=tV6e29CWSNcsewo--TkyqHw&output=html for Registered Manufacturer, I don’t see Troy on the list but it’s not a complete list; you can always call and ask.

But let’s say instead of that VTAC Rail you want to get a DD lite 9.0 (and you should, BTW, much better product). DD is registered with the State Dept. You’ll need:

1- Import Certificate for your country of origin
2- DSP83 Form (US)
3- End User Statement(Declaration)
4- Purchase Order (self-typed, or handwritten)

The next step is to place an order through Brownells Online.(or any online reseller that want to get through all the hoops and loops of export, theres not a lot of them and I understand perfectly, huge PITA). Brownells is the best.

  1. The next step is to get an IIC. Call your countries Foreign Affairs and International Trade dept to get the IIC forms.
    a. Fill out the details for the Client/Contact information.
    b. The Importer should be the same as client
    c. The Exporter will be Brownells. Fill in the information using the Brownells Order Confirmation emails as reference
    d. End User should be yourself, and for personal use
    e. Items. For each item, copy and paste the description from the Order Confirmation number, for example: 100-004-673 AR-15/M16 LITE RAIL HANDGUARD, enter the USD currency amount
    f. No additional documents required
    g. Distribution select By Mail if you are poor like me
    h. Then submit. Apparently it takes a few weeks to receive

  2. The next step, while you are waiting, is to fill out a DSP83 form (use typewriter function in acrobat), that can be downloaded from here: http://www.brownells.com/UserDocs/Miscellaneous/DSP83form930.pdf
    a. Fill out sections: (3.), (4.), (5.), (6.), and (7.) leaving the rest empty for US Govt and Brownells to fill out.
    b. For section (5.) Itemize each item per line, for example: 100-004-673 AR-15/M16 LITE RAIL HANDGUARD $327.00
    c. Print it, sign it, I wouldn’t date it until you get your IIC in the mail and are ready to send everything off.

  3. The next step, while you are waiting, is to fill out an End User Declaration form that can be downloaded from here: http://www.brownells.com/UserDocs/Miscellaneous/EndUserStatement.pdf
    a. Fill out the End-user information which should be for self.
    b. For the Description of main activity, for my specific case I wrote: personal use at the range for target practice
    c. End-Use should be the same as the description of main activity: personal use at an approved range for recreational target shooting practice in Sweden.
    i. Other nifty descriptions could include something like: All the above goods will be assembled by the end user in an AR15 semi-automatic rifle, Caliber .223 Rem, (chiefly the upper section of said rifle) to be personally used by the end user for recreational target shooting in Sweden.
    d. Sign it, wait for IIC to date it before you sent the whole package.

    a. Fill this PO out, substituting for your information.

  5. Once you get your IIC. Send everything down to:

I’m pretty sure Troy is registered with the state dept. They sell Galil rails and parts down in Colombia and South America.

Just remember to read the application properly, small things like using blue pen, and remembering the US uses that backwards date system of mm/dd/yyyy not dd/mm/yyyyy. It took two weeks from the day I posted my last order out to the day it was shipped (that is short time though and the package has been in transit a longer time).

Too many in the US seem to think ITAR restrictions on exports mean bans…it does not. The difficulties generally resides in making sure the manufacturer and dealer are on the approved exporter list, finding an exporter (sometimes hard as continually changing DoS regulations, fees, and a relatively small market abroad make them reluctant to bother), and making sure that the goods in transit don’t pass through a gun unfriendly country (I have trouble getting items to New Zealand from Europe as most mail goes through Australia or Singapore).
