does this sound like a good deal on a AR? I am worried about the Restricted on the barrel. Has anyone every heard of such?

Great condition Bushmaster XM E2S AR 15. About 300 rounds through it. Is the M4 A2 upper and lower has the “Restricted Law Enforcement/Government Use Only” marked on it. Comes with box mag and paperwork.
