Build me a 20" upper for a scoped rifle.

OK I got a BCG and $700. I need an upper for getting started in scoped rifle matches. (out to 600yds). I’d like to stay away from bull barrels. A heavy or H-bar type would be preferred with a .750 gas block in stainless. I was thinking of a Troy MRF 13.8" handguard, those holding up good?

I need a barrel, handguard and receiver. The receiver is the easy part but it will need to be figured in to the amount I have to spend. Lets see what you guys can do.

Like ya say,the Upper Receiver is easy,get any quality one that is out there that is in the price range you have set for yourself !! Now the rails could be hard,depends,go with a “Standard” Plastic with heat Shields,or any of the Hundreds Free Float rails that are out there !! There are normally decent deals in the EE,keep your eyes peeled & something will show up !! If you go with a Quality BBL,I bet there wouldn’t be that much improvement in accuracy going with the FF rail over the Standard,but I am probably wrong,LOL !!!
