I have an 80% EPA receiver that I bought and finished. About a month afterwards the ATF raided EPA and stole their stockage of these receivers. My concern is that if I build a carbine on the receiver, the ATF shows up and steals the entire carbine vs. allowing me to strip the parts/optic off it.
Ridiculous? Don’t worry and build on it?
Valid and keep it as a decoration?

Why would you fool with an 80% lower anyway? Especially a plastic one.
I would try to find out why they were raided in the first place. That should help decide whether the problem BATFE has is the receivers or the company itself, and the receivers are a byproduct of that.
Is it really plastic/polymer?
I “fooled” with the 80% lower to learn to run the mill while I worked at GA Precision.
The ATF claimed that EPA injected the 2nd color of plastic into the completed receiver - once a receiver, always a receiver - EPA claimed that they had specifically anticipated this trick by the ATF and when injecting the receiver plastics, did both simultaneously to avoid the exact issue.
So far, no real help on build or not, and then what type of build - dedicated .22LR platform, or just make another 5.56?
The company’s legal problems are not yours, unless you “rented” their machines to finish your 80%. If you do the work yourself, on your machines, you are GTG.

Why would you fool with an 80% lower anyway?
because it has no serial number or rollmark
but I can roll my own
so I can use an etchamatic to give each receiver a name and serial number based on something else I own
so I can mark one as a Speed Graphic, and give it the serial number of my Folmer Graphlex Anniversary Speed Graphic
and mark another as an AU517 and give it the same serial number as my Sansui AU517
and they are not documented on a Form 4473
but I have photographs of the Speed Graphic and the AU517, including serial numbers, and photographs of the receivers with serial number visible next to the serial number of the namesake item, and I have the original etchamatic template which is a dead ringer for the SN made with it, and if they are stolen and recovered I can provide strong evidence that they are mine despite the absence of receipt or documentation.
I can’t leave an 80 percent lower to a friend in my will. I can leave a friend my 1968 TR6C motorcycle. what happens to the receiver with the same SN will not be my concern after cremation.

Correct me if I’m wrong, but didn’t the ATF obtain, or try to obtain all their records of purchases? I’d say you’re probably 99.99% GTG, but it also depends on the thickness of your tinfoil hat 
There’s plenty of good reasons to build off an 80% lower–one in particular comes to mind, especially considering the “climate” in our country lately.
Sure you can. Just like you can leave a pre '68 gun with no serial number to a friend.

Still wanting thoughts regarding dedicated .22 trainer, or just one more 5.56. Any experience on the durability of the EPA synthetic receivers lasting across 1,000/10,000 rounds of use? Obviously you are not going to be able to butt stroke anyone with one, but do they hold up otherwise?
