When it first came out, it was being sold to anyone. Then, a few weeks later Aimpoint apparently told their dealers that it could only be sold to LE agencies or active duty military. AFAIK, there are still at least a few dealers that are selling the Aimpoint Pro without asking those questions.
LaRue is selling the PRO with LaRue mount combo package to civilians, no credentials required. I know where I’m buying mine.
