At whatever level, directly or indirectly, Saudi’s responsibility for 9-11 is being the biggest promoter and protector of Wahabism in the world. The Royal family is in bed with the Wahabist to stay in their good graces because they would definitely prefer a full on theocracy. And of course from time to time members of the Saudi Royal family are themselves Wahabists.

To say the relationship with Saudi Arabia is “complicated” is understating it by a lot, there is a lot of “lesser of two evils”, “devil we know”, AND “global oil/economic interests” all mixed together. They support a lot of bad actors in the name of stabilizing the royal regime. Basically protection money to keep their power.
The royal rulers pretty much suck, but they suck a lot less than the parties that would fight over the spoils if they fell.
