Do I need a C&R to help with the approval to either to build or buy an SBR?

No, not needed. Just use the normal SBR paperwork.
I got a C&R and it didn’t seem to speed up the process versus the ones when I didn’t have a C&R. If you get a C&R you do have to write your FFL# on the form.
In Missouri, a C&R or other FFL is required to posess a suppressor/sbr. So, yes, in some cases, you may need a C&R to meet the stae requirements. The ATF doesn’t require it though.
