No, as long as its perm. and the FH is 1.5" making the total length 16"

No. Any barrel length can be used as long as it and the attachment total 16".
So you could have a 12.5" barrel and a 3.5" flash hider.
Not that they exist, just illustrating.
In your case a 14.5" is just fine as long the pinned item makes the total 16"

There are guys running around with XM-177 clones with 11.5" barrels and pinned/welded 4.5" hiders. Any combo that meets 16".
