A class II is a manufacturer. A form 4 is most likely what you mean for ownership as an individual. Get a barrel as short as you want with a permanent muzzle extension to get over the 16" threshold. That’s what Anschutz does for their precision 22lr rifles with the “bloop” tubes.

if he had the barrel BEFORE he owned a receiver, then pinned/welded the proper length hider etc, once that is done, then get a lower=no NFA as long as the barrel from breech face is 16.01. Correct?
Actually What I mean, is (it sounded like he did not have a lower, but to clarify) You can not own ANY lower, assembled or no complete rifle even. So if you are a AR newb with nothing=no constructive possession. I think. PLEASE someone correct me if i misspoke.
OTML, have you stopped to consider why you do not commonly see 14.5" bull barrels being marketed by top tier manufacturers? I doubt your dad and uncle suddenly developed an innovative barrel length/profile that had not been previously tried and rejected. My strong suspicion is that any accuracy improvements you would get from a bull barrel would most likely be so minimal that they would not be worth the weight gain and shift in balance of the rifle.
I have personally seen countless rounds sent downrange from a very large number of different 14.5" barrels. They have all been capable of the accuracy you are looking for. I have seen numerous 10.5" barrels that would be able to do the same thing (I own one).
Forget the bull barrel. If you really want accuracy, look into buying a 14.5" barrel from a top of the line manufacturer (CLE, Noveske, etc.). I guarantee that whatever profile they use has gone through extensive real world testing to provide the best accuracy.
Also, bkb has repeatedly shown himself to be a very knowledgeable member of this site. He has provided useful information time and time again to members, including myself. The fact that you completely discounted his opinion and simultaneously asserted that “Les Baur” makes some of the finest gear available makes it clear that you should spend more time listening and less time running your mouth.
If your running a suppressor as stated in your other thread, why a fluted/bull barrell if your worried about weight? Get a lightweight setup if you want from BCM/whomever.
As it’s been mentioned above - when you mentioned your requirements, then two specific models were screaming out as options: Noveske Afghan 14.5" SS barrel, or a BCM Govvy Midlength upper. Of those, the Noveske will be the best tack driver (with handloads, .5MOA is possible), and significantly lighter than anything you had considered prior.
If you expand your search to 16" barrels, running a CLE, GTS Operator, Centurion HF, or Noveske 16" are all fantastic Recce style barrels that are remarkably accurate, and still weight under 9lb as a complete rifle.
I think you’d be very hard pressed to beat a 16" Recce barrel setup (medium tapered contour, midlength gas system) with a reflex suppressor setup for your application, which would still be shorter than a 14.5" with muzzle attached can, give you better muzzle velocity, and still be quite handy unsuppressed.
I shoot on US Rifle Team. I used to love flutted bbls until I had one that cost me a major match. Bll shot well until it got hot and then became a shotgun. The flutes mess with stress relief on bbl. Since then if I want less weight I just go with smaller diamter tube.
I like 14.5" bbls with muzzle brakes permanetly attached for legality. Makes a nice CQB weapon.
I generally run plain chrome lined M4 bbls but have heart set on getting a Noveske. After messing with many bbls I think thats the way to go in 14.5"
If you’re willing to wait a few months, BCM recently announced they will offer SOCOM-profiled barrels this fall. These are heavier under the HGs and govt profile fwd of the FSB (if I understand the profile correctly). Not a true bull barrel profile, but heavier profile than govt, and w/o the added issues of the flutes.
