The admiral he was talking to said "we don't anticipate that". I don't know how he said it with a straight face.

Could have been a metaphor like it's commonly used but the speed at which he was talking and the wording he used made him sound like his was blitzed out of his mind. Had a bit too much Valium that morning perhaps.
Sad that he has had Hep C and that his faculties are seemingly compromised, at least on occasion.
Still, while he has a condition, and it is one I am sure we can all be empathetic too, persons such as this should NOT be among the 535 that are writing the laws under which we are all to be governed.

I understand too is an adverb and to is a preposition, I still prefer using to in place of too.
The way I see it I'll save maybe 5-10 minutes over my lifetime not typing that extra o at the end of to. Even typing up this explanation saves me more time than typing that extra o
